
Greece’s Stavros Konstantas Elected to the Board of EIOPA

The Board of Supervisors of the European Insurance and Occupational Pensions Authority (EIOPA) has elected Stavros Konstantas, Director of Private and Occupational Insurance Supervision at the Bank of Greece, as a new member of its Management Board. His term began on 13 August 2026 and will run for two and a half years, with the possibility of renewal.
Konstantas succeeds Ante Žigman, former Chair of the Croatian Financial Services Supervisory Agency (HANFA), who recently assumed the governorship of the Croatian National Bank. The appointment strengthens Greece’s presence within the EU’s supervisory architecture at a time when insurance regulation faces increasing complexity, from solvency oversight to emerging risks linked to climate, cyber and demographic pressures.
A mathematician and licensed actuary, Konstantas brings more than three decades of experience in the insurance sector. Before joining the Bank of Greece, he held senior executive roles in multinational and domestic insurers, serving as Chief Actuary, CFO, COO, Chief Bancassurance Officer and CEO. He has also served on boards of insurance companies in Greece, Cyprus, Romania and Bulgaria, as well as on governing bodies of the Greek actuarial and insurance market.
Konstantas was appointed Director of Private Insurance Supervision at the Bank of Greece in January 2023 and, since January 2025, has overseen both private and occupational insurance supervision. His election to EIOPA’s Management Board places him at the center of EUlevel regulatory decisionmaking, where the Authority shapes supervisory convergence, consumer protection standards and the future framework of Europe’s insurance and pensions markets.
The appointment is expected to contribute to EIOPA’s ongoing work on strengthening crossborder supervisory coordination and enhancing the resilience of Europe’s insurance sector.
